Why does format matter for certified translations?

In Germany, a beglaubigte Übersetzung (certified translation) must be produced by a vereidigter Übersetzer, a translator officially sworn in by a German court. Traditionally, the translator confirms accuracy with a handwritten signature and official stamp on paper. Today, German law also recognises a qualifizierte elektronische Signatur (qualified electronic signature, or QES) as legally equivalent to a handwritten signature. However, not every authority has caught up: some accept digital PDFs, others still require the physical original. Knowing the difference can save you time, money, and a rejected application.

Digital vs. Paper Certified Translations: What You Need to Know

When you order a certified translation in Germany, you can receive it in two formats:

  • Paper original: The translator prints the translation, signs it by hand, and applies their official stamp. This is the traditional format accepted everywhere.
  • Electronic original with QES: The translator creates a PDF and signs it with a qualifizierte elektronische Signatur. Under German law and the EU's eIDAS Regulation, this signature is legally equivalent to a handwritten one.

A key distinction: a simple scan or photo of a stamped paper translation is not the same as a digital original. When you scan a certified document, it becomes an ordinary copy and loses its legal status for most official purposes. According to University of Trier guidelines, copied or scanned certified documents are treated as simple copies, not valid certifications.

The Federal Office for Migration and Refugees (BAMF) already uses qualified electronic signatures and digital seals to issue fully valid documents electronically. German administration is gradually going digital, but front-line offices vary in their readiness.

Which Format Does Your Authority Accept?

The answer depends on where you are submitting your translation. Here are four common scenarios:

Visa or residence permit (Aufenthaltstitel)

Many Ausländerbehörde offices now accept PDF uploads for initial applications. However, they often ask to see the paper original at your appointment. Recommendation: order both formats to be safe.

Naturalisation (Einbürgerung)

The Einbürgerungsbehörde requires certified translations of birth certificates, marriage certificates, and sometimes criminal record extracts. Digital submissions are increasingly accepted, but paper originals are typically required for final processing.

University admission or qualification recognition

Universities and the Anerkennungsstelle often allow PDF uploads through online portals. Later, they may request the paper original. Check your institution's requirements, but having both formats ready avoids delays.

Marriage at the Standesamt

Registry offices are often conservative. Many insist on paper originals with wet stamp and signature. If you are planning to marry in Germany, assume you will need the paper version unless the Standesamt explicitly confirms otherwise.

How quickly can I get a certified translation in electronic or paper form?

Most certified translations are ready within 3 to 6 business days. The electronic version (PDF) arrives by email first, often within a day or two of completion. Does the digital version cost the same as the paper original?

Is a scan or photo of my paper certified translation enough for online submission?

Usually not for final decisions. Once you scan or photograph a certified paper document, it becomes a simple copy and loses its certified status. Some authorities accept scans for preliminary review, but they will require the original paper translation or a true electronic original (with QES) for the final decision. Keep your original safe and do not send away your only copy.

What is the difference between a scanned signature and a qualified electronic signature (QES)?

A scanned signature is just an image embedded in a PDF. It may look official, but it has no special legal standing. A qualifizierte elektronische Signatur uses a certificate from a qualified trust service provider and is cryptographically linked to the document. Under eIDAS and German law, a QES is legally equivalent to a handwritten signature. Authorities that accept digital documents typically require QES, not a scanned signature.
