For many procedures, such as getting married in Germany or family reunification, the authorities first require an apostille or legalisation on the original. Only then is the entire document, including the apostille note, translated. Which order applies in your case is something the relevant registry office, immigration office or the German mission abroad in Ethiopia can tell you. Some authorities later want to see the original or an officially certified copy at their office, but that is a separate step from the translation.
